Basil Hovakeemian named CEO of RTA-Careem JV

Basil Hovakeemian appointed as Chief Executive Officer of Hala, following two years as Director of Strategy and Expansion.

Basil Hovakeemian has been named as CEO of Hala, a joint venture of Dubai’s Roads and Transport Authority and Careem Networks, the Uber unit in the Middle East.

This comes following two years as Hala’s Director of Strategy and Expansion and top management changes at Careem Networks and Hala, with former CEO, Clemence Dutertre, becoming Vice President of Marketing for Careem, and a Board Director for Hala.

During his previous role, Basil Hovakeemian was responsible for the company’s strategic direction, realizing a vision to bring affordable app booking to the City, and playing a major role in the rapid growth of Hala to a leading position in the market.

In his new role as CEO, Basil Hovakeemian will continue to drive the company with a focus on elevating customer experience. He is passionate about empowering people through a culture of trust and autonomy, shaping an environment that brings out the best in people, where innovation thrives.

Holding a Master of Business Administration degree from IE Business School and a Chemical Engineering degree from The University of Washington, Basil has previously headed up product innovation and development for Procter and Gamble across the US, Canada, Europe and MENA regions. He also worked at the global consulting firm, Roland Berger as a Strategic Consultant for government and private sectors, focusing on transportation and technology.
